What do you do to a starter to freshen it up? Do the brushes need to be changed or can they be cleaned up? Does chacal sell the brushes or any other starter parts I might need for a 1982 650 maxim?

Take it off and take it apart. As a minimum clena out the old grease and regrease the reduction gears and clean out the brush end of the starter using a can of aerosol electrical cleaner (because it WILL be pretty dirty inside). Inspect the brushes for wear, if worn severely contact Chacal for a new set. I'd put in 2 new o-rings in the case as well. Not too hard to do.
