I finally got around to checking the float levels (still on the bike) and number 3 carb was acting funny. When I placed the test tub in the draiin and opened the valve, the float level was about in the middle of the bowl. If I drained the gas to allow the float to fully open it seemed to gather a lot of air bubbles ( the other 3 carbs did not present this). When I went to measure the float level the level looked correct. Took the bike out for a test drive, and at high speeds it acted like it was starving for gas. I beleive that number 3 float is sticking on me. Looks like I get to pull the carb.

Two things: Floats stick and float valves don't seat. These are two causes for you findings. If floats stick it will be from rust on the float and pin or a bent pin or trash between them. If the needles or valves don't seat it is either a bad needle, trash in the seat or the seat needs polishing.

To polish the needle seat use a wooden golf tee. Preferably one that is not painted so paint isn't left in the seat. Just put it in and rotate side to side. To polish the pin and float, put the pin in a dremel tool and using Mother's rubbing compound or valve lapping compound turn the pin slowly in the float then reverse the pin in the Dremel tool and repeat. This will hone the mating surfaces down nice and they will move as they should.
