ok ill try and explain whats going on and see if i can get this going. I think i have power going to my coils i put my meter on the 2 prongs at the connector to both coils and i have power but even when its not turning over i have about 12 volts is this normal? I checked the resistance on the coils and both the secondary and primary checked out ok. All my relays checked out also.

Once you turn on the ignition you should have 12V at the coils.
Have you tried cranking the motor with the sparkplug grounded to see if you have spark? If you have power at the coils but no spark, check you have the ignitor leads plugged in properly / check wiring.

After that, check your pick-ups / wiring.

After that, could be a faulty ignitor box.

    Good luck with it.
