    That wasn't the case. The City/State took the property from the "owner." The owner complained to the City/State saying "Hey, I've still got stuff there that isn't yours" so they told him to get his stuff out by X date. Then, by pure luck, random dudes contacted the "owner" and arranged to buy some of the stuff he was trying to get out before X date. The rest he sold to other random dudes or sold some scrap yard. The titles would likely just have to be re-issued based on a bill of sale. All perfectly legal.

    Then X date passed and whatever was still in there became the City's/State's property. Then a year or two later it all burned down.

    I'm just sorry I missed out.
