Hi Guy's I usually find the information I need by surfing but this time I'm stumped I removed the old lose ball bearings to replace with tapered I can feel inside the neck a small ring that runs around the inside having a upper ridge but no lower dose this need to be removed or is it part of the frame 20150426_142131.jpg

I believe they all have that rim inside the headpipe.

Mine does. It is the seat for the inner bearing race. Without it the race will just drop on down the tube.

If the new bearing race fits easily then I would just leave it. It can be put back into shape, but that requires a bit of experience to do without making things worse.

Personaly I would use a bearing retaining compound between the new race and the stem to make sure the race stays in place. The compound will fill any gap that has been made by the bend. Loctite 641 will do the job, and is meant to be used on parts that will be disassembled in the future.
