I quadruple checked every clearance and these are my measurements. The smallest feeler gauge I had was .03mm, so I just put 0mm for when I couldn't get the feeler gauge in there. Is there a chart where I can determine what sizes I need, or can someone elighten me.

It is extremely odd that ALL of your intake valves have zero clearances, whereas all of the exhaust valves have correct or almost-correct clearances. How many miles does this engine have on it?

I'm unsure of the miles unfortunately, since the bike didn't come with the original speedometer and tachometer. Can j ask why that's so odd? As my post says I put 0mm because I couldn't fit my .03mm gauge in there.

Well, even not being able to get a 0.03mm feeler in there means the clearances are (as Tuco would say) tight-tight-tight. It's the contrast between the intake clearances (which are basically right where they should be) and the exhaust clearances which are so tight. While it is normal and expected for clearances to decrease over time (with engine mileage accumulation), for them to be so inconsistent on the intake vs. the exhaust side is odd. While there are reasons why that may have happened due to human issues (i.e. someone checked and adjusted all the intake pads, but none of the exhaust!), it's hard to understand it due to mechanical (normal engine operation) issues.

Or somehow, you're method of checking the clearances was amiss.

I don't think I measured incorrectly. However, I know nothing of the bikes history, as I got it on a trade not even a year ago. The bike looks like it's been through a lot of hands though. I think it's had a rough life and perhaps that could be a reason why the clearneces are so funky.

Just hypothesizing here but since exhaust valves are typically smaller than intakes the same forces are working against less valve seat.
Also much hotter gasses flowing over the seats on the exhaust side.
My last KLR needed just exhaust shims, intakes we’re still in spec.
