Whats the best way to check the float levels on 2001 V-star

    My friends bike was flooding on the front cylinder. We pulled his carbs off and put some new kits in and now I'm trying to set the float levels wet, It says in the manual to be 16-20 thousands over the marks on the float bowls. I can't see any marks but from the pictures in the Clymer manual it looks like its just over the top of the float bowl. So I have the carbs clamped to my jig I made for our carbs and I can't seem to get the levels right. Can anyone offer some advise.
