I rebuilt my carbs and cleaned my carbs due to a hard to start issue. The issue is still there. So i was checking for vacuum leaks using carb cleaner. The only place that causes the bike to rev higher is when i spray on the plunger. Does the Choke Plunger Dust Seal, seal out air or basically just block dust and the plunger does the sealing?

A failed enrichment plunger "dust boot" can indeed cause a vacuum leak in the Mikunis. The seal in the bottom of the plunger only shuts off the fuel. The hole it dumps fuel into the carb with is not fully sealed by the plunger rod, it is possible for the carb to "suck wind" there if the boot is leaking.

XJ4Ever now has them available (he had to have them made.) Contact chacal.

Valves in spec? Float levels accurately wet-set?

I just shimmed the valves last week and all the floats were dry set. I checked the carb on cylinder 1 with a clear tube yesterday night and in was set correctly. When I dry set the floats they were all the same height

I realize that not running an air box would cause running issues but the previous owner removed it and I don't have it. Plus it runs fine if I start it with starting fluid or placing my hand over the intake and manually choking it.

You need an airbox period.....I would get one & install.....hopefully that clears up your problem.....these bikes are meant to run with one.....not without....
