My bike recently will not go into neutral when the bike is stationary. When I'm coming to a rolling stop I can easily bump it into neutral. At a dead stop, it'sreally tough to move between first and second gear. Just started having the problem this week.

Also, when do I change the gear oil?

I sometimes have trouble finding N after a ride. When cold, it is not a problem. I work around it... Though I don't have any problems between 1 and 2 as you describe.
Service manual says to change final gear oil every 15,000 miles or 24 months...

The Honda Rebels can have the same issue--mine did. My idle was set slow and when I adjusted it to the stated specification my neutral problem magically went away. That was a nice surprise. But the Rebel doesn't have the smoothest shift in any case.

Clutch dragging I suspect gets hot and too much slack in cable will make it worse. Also warped plates will do that.
Some aftermarket plates will do that until they have miles on than. Shift pawl inside is not catching the drum properly or detent wheel spring is broken .And last one is hub and basket have wear grooves that prevent plates from sliding smoothly
