That (IIRC) is where the vent line for the carbon canister (emissions) hooks up.

the emissions system returns fuel/fumes to the tank.

When is it leaking, and where?
Is fuel just coming out of the fitting, or is there a crack somewhere arount it?
Is it leaking as the tank sits on the bike?

This thread (sorry, from another site) may be helpful

ok so at first i was riding home and i ran out of fuel super quickly.. i'm talking full tank on highway gone after an hour of riding. so we got a tiny bit of gas and put it in the bike thinking it was enough to get it to the gas station as soon as we put it in it all poured out of this vent line. I can't lie to y'all.. we got some saran wrap and wrapped it around there tight a couple times and it hasn't leaked since

OK. Gas should never come out of that port (unless you overfill the tank, if I'm understanding the diagram correctly). The tank probably has rusted inside, and eliminated the part of the port that allows it to be a vent/overflow and not a drain.
You could probably get away with using the correct size vacuum port cap and a hose clamp to block it off, but that would be temporary and might result in fuel flow issues (I'm not sure that the Radian gas cap has a vent).

I think the best thing to do is shop for a fuel tank, but before you do that try asking on the forum that I linked to earlier. I'm not well versed about the Radian, particularly not the fuel tank and emissions system.

That fitting goes to the recess in fuel fill area under fuel cap a hole in bottom to let fuel out when you overfill tank or miss ,the two Radians I have has a hose on it routed down behind engine in front of rear swing arm
