    Use a file on the back of the screws to remove the peening, then they will be easier to remove.
    Due to the nature of the throttle shaft linkages you cannot replace the throtle shaft seals without removing the throttle shafts.

    Ok so it is more the seals on those throttle shafts that probably need attention, and to get at them you need to pull out the shaft.
    Hmmm.
    Makes sense.

    If those screws are peened over on the backs making them a bitch to get out, then there must be a reason for such severity in securing the buggers.
    I image there is some vibrations and stress on those screws. Or is this an antitamper measure?

    I have a Dremel and should have no issues grinding off the peened ends of the screws.

    Imagine one coming loose and getting sucked into the combustion chamber. You'll be busy after that. Keep this in mind when reassembling the carbs too. Don't skip the loctite or other fastening method.

    Keep the dremel away from the carbs. One slip and you'll have problems. Just use a file.
