    Hi,

Looks like floats on my XJ700 are flooded with fuel, the other day i saw oil leaking around the gear peddal area, now the bike doesn't start, it cranks but dosen't fire up, how to fix this issue.

Not sure why you suspect a float issue. Do you know where the oil came from? Is there a strong smell of gas in the oil?

Drain the oil immediately if you suspect Crankcase Flooding with Fuel.
Inspect the oil for the presence of fuel.
If fuel is present a couple of issues/solutions must be investigated!!

Petcock-It is continuing to deliver fuel when it is not supposed to do when engine is off<no vaccum>

Float levels/bad seal valve-Only option is to remove carbs and replace float valves AND reset float height. Of course a thorough inspection while you are at it.

OR the cheap, non invasive/lazy way---buy a fuel shut off valve and put inline between the tank and carbs.

Or I could be barking up the wrong tree and the issue is a bad gasket where the gear change lever is.... :)

Good luck and let us know what you find
