Vacuum hose connection?

    '81 XJ650 Maxim

    Bike is new to me. When looking at the parts diagrams, it shows "Plugs, Blind" on the Carb->Manifold boots of Cyl 1, 2, and 4 but not 3. My cyl 3 had just a bare brass connector that looks like it should have a plug on it. Putting my finger over it improved idle, so I got another cap and capped it.

    Now I read on another thread, that there is supposed to be a vacuum hose connected to this that helps shut the fuel off? When I changed the oil, it did smell pretty "gassy" like there was fuel in it. Thinking I had a float valve issue I pulled the carbs off to clean them. Since I have this thing apart I want to fix it right. Is there supposed to be a hose here? Where does it connect to at the other end?

    I do have an original petcock and the hose is in fact missing. I will replace it. One mystery solved thank you.
