You should have gotten more paperwork from the forclosure sale. The bike is leagly yours now, try a different person at the DMV.
They only made the XJ11 for one year 1982, so any XJ11 parts will interchange. If you find a 1983 or 84 XJ11 it was still built in 82. Those ones were titled with the year sold.

If you want to change the style of the bike, the only other Yamaha frame you can use is one from any year of XS1100.

Motorcycles and missing / screwed up title cards seems to be a growing problem. Looks like the owners buy bikes and never transfer titles and the bike has issues so there is no reason to transfer with the state. It sits for a period of time and its decided to sell the bike and either the title gets lost or the title has improper information or missing signature to transfer correctly. This all = trouble and many parts bikes. Some people just find a good frame with a title and swap everything over, others just graft the steering neck on with the new serial number.
The process to get a proper title is very hard and most states make it that way. However it is possible. When you go to the DMV most clerks don't know how to handle such things so you need to talk to a supervisor. You will need to fill out some forms and the state will do a VIN search. If comes back clean you will need to post a bond and a temporary transfer will be issued. After a waiting period which could be up to a year they will issue a title. Just remember every state has different rules about this, and if you are serious you may want to ask for legal advise before going in. At the end if the day is it all worth it? Most of the time it is not.

Look into a "title service" online - some will process your title for $175 into another State.

In some states it's downright easy. Here in Michigan all you have to do is ask for a title. They check the VIN and if it isn't reported stolen you're good to go. Takes about 20 minutes and no cost. This only works for vehicles at least six years old and worth less than $2500.

Post what state you're in. Somebody here might know how to get it done.

Even if you end up going with an out of state service it'll end up costing you less than a frame swap.

Yeah, mine is currently missing, long story. I'm not sweating it. Already titled and registered in my name here in Oregon. You should have seen how easy that was. Never registered in this state before, VIN on forks half worn off. DMV guy couldn't have cared less. "here's your plates sir, title's in the mail." Salvaged title, to boot. No inspection, no nothing. One good thing about Oregon, DMV kind of stuck in 1950's.
